Considering that the problems of Mumbai is due to haphazard, incremental and awkward
growth process, RoMF has suggested that there should be a holistic, integrated
planned process which would comprise of two main features:
City Plan:City plan depends how thoughtfully & with what deep vision the
provisions of section 33 (9) are finalized by the Government. The upgrading &
augmenting of basic infrastructure matching with enhanced population load owing
to increase in FSI cannot be planned & designed in an isolated manner. The
whole city should be sectorially divided and the infrastructure should be planned
in an integrated manner depending on enhanced population load in each sector.
The development may be done at macro level of whole sector or micro level of the
cluster or at mini-macro level of individual buildings, but the continuity of
integrated infrastructure planning should be maintained.
With regards to the increased FSI, it should not be a matter of concern as long
as the cluster / sector is planned with global norms of sustainability with
over 70% ground area open for gardens, parks and other amenities. Though recent
urban renewals of various cities like Hong Kong, Shanghai or Singapore etc.
have FSI crossed over 30 in many areas but these cities are effectively and
efficiently run because of their eco friendliness and the excellent infrastructure.
City Planning and Monitoring Company (CPMC):
Holistic and integrated planning on a sectorial basis of the entire island city
of Mumbai by a corporate Joint Venture Company, City Planning & Monitoring
Company (CPMC) working on a Public Private Partnership (PPP) basis. CPMC will
be comprised of 50% participation from private sector experts and 50% by Government,
various Semi Government & Government undertakings pertaining to Housing,
Urban Development, Finance, and Infrastructure etc. Working under one umbrella
and on one platform under corporate governance, which will act as a facilitation
body.
Sector by Sector Development Scheme (SSDS):
Sector by Sector Development Scheme (SSDS) implements the master plan prepared
by CPMC with the help from competent (International / National) urban planners.
This SSDS will be on a joint venture basis as recommended by the New Housing
Policy of the government of Maharashtra. The implementation of this scheme may
lead to a definite target of saving the lives of lakhs of people & giving
them the good life style which matches with that of any other world class city.
