Individual building redevelopment vs. Cluster Redevelopment
It is important to understand the existence of Development Control Regulation 33(7) and DCR 33(9) to understand the direction which the redevelopment of the 30000 odd old and dilapidated buildings in the city will take in the coming years.

DCR 33(7) permits the redevelopment of individual buildings or a group of buildings together. In 2001 this regulation provided additional FSI as incentive for the development of the old and dilapidated buildings in the island city. Individual buildings would get 50 percent of the existing Built Up Area (BUA) as FSI incentive, two buildings would get 60 % and more would get 70 %. This regulation caused a spurt in the rise of numerous towers in the island city.

Remaking of Mumbai Federation believes that a better approach to the redeveloped of the old and dilapidated areas is Cluster based redevelopment whereby a number of buildings based on a minimum plot area are taken together for redevelopment. Such an approach can provide for the upgradation of a lot of common infrastructure like widening of roads, footpaths, gardens,providing parking spaces etc. thus not only providing safe housing but also enhancing the quality of life of the residents in the neighbourhood.
